Context

The Ministry of Health in Romania oversees the country’s medical infrastructure, including organ and tissue donation. Previously, hospitals managed separate records, and there was no unified view of donor availability or urgent recipient needs. Transplant coordination suffered as a result.

Problem

A lack of central oversight led to delays and mismatches. The transplant process was opaque, fragmented, and reliant on ad hoc communications between hospitals.
